Cascadia Health is seeking an experienced and compassionate Community Program Manager II to lead our Housing Outreach Team (HOT). This leadership role oversees permanent supportive housing programs serving adults experiencing homelessness and complex behavioral health needs through a Housing First, harm reduction, and trauma-informed approach.
As a Program Manager, you'll provide clinical and operational leadership to QMHPs, QMHAs, Peer Wellness Specialists, and administrative staff while ensuring high-quality services, housing stability, contract compliance, and positive client outcomes.

What You'll Do
- Lead the daily operations of supportive housing and housing outreach programs
- Supervise, coach, and develop clinical, peer, and administrative staff
- Foster a culture of housing stability, recovery, and client-centered care
- Ensure compliance with grant requirements, documentation standards, and contract outcomes
- Build and maintain strong partnerships with community providers, housing partners, and stakeholders
- Support crisis response, clinical decision-making, and team development
- Monitor program performance, budgets, and quality improvement initiatives
What We're Looking For
- Master's degree in a behavioral science or related field
- Ability to qualify as a Qualified Mental Health Professional (QMHP) under Oregon requirements
- At least 2 years of supervisory or program management experience
- Experience working within a Housing First, harm reduction, supportive housing, or homelessness services environment
- Strong knowledge of trauma-informed care, recovery-oriented practices, and behavioral health services
- Experience leading teams, managing partnerships, and overseeing program outcomes
- Valid driver's license and ability to travel within the community as needed
Preferred Qualifications
- CADC credential
- Two or more years working in homelessness or supportive housing programs
- Experience with HUD-funded programs, HMIS, and grant reporting
