TITLE: Clackamas County BHRN Program Manager

REPORTS TO: BHRN Program Director

Job Summary
The Program Manager works collaboratively with their Program Director to develop program materials and resources and supervise peer support specialists (PSS). The Program Manager supports the onboarding process of new PSSs and offers continual training and coaching to support high performance that meets program expectations. Works with other team members to problem solve and support program needs. Attends internal, community partner, and funder program-specific meetings as assigned by their Program Director. Assists Program Director to ensure program activities are in agreement with grant and contract requirements. Assists in preparing reports and other information as required by program contract agreements. 

In November 2020, Oregon voters passed Measure 110, the Drug Addiction Treatment and Recovery Act of 2020 (“Measure 110” or “the Act”). The Act, which became effective on December 4, 2020, aims to better serve individuals actively using substances or living with a substance use disorder (SUD). Its overarching goal is to establish a more equitable and effective approach to addressing SUD across Oregon.

 

Measure 110 created the Oversight and Accountability Council (OAC), which is responsible for administering grant funds and approving service providers that meet the criteria for a Behavioral Health Resource Network (BHRN). BHRNs are designed to expand access to essential support for individuals with substance-use concerns, including housing, harm reduction, peer support, supported employment, and SUD treatment services.

 

TPC participates in four BHRNs across the tri-county area and is responsible for ensuring 24/7 availability of Peer Support Specialists (PSS) and Certified Recovery Mentors (CRM). This position will focus specifically on the Clackamas County BHRN and will work closely with the TPC BHRN Director to hire, develop, and manage the Clackamas BHRN peer support team. This role requires strong coordination, communication, and relationship-building skills, as well as active engagement with Clackamas County’s continuum of care.

Minimum Experience Qualifications

  • Identify as having lived experience with addiction and/or mental health challenges and has been in active recovery for at least 2 years
  • 3+ years of relevant work experience with a high school diploma or GED
  • Peer Support Specialist or Peer Wellness Specialist (OHA Traditional Health Worker certification) and/or MHCBO CRM certification
    1. Applicants who don’t currently have the one of these certifications must be willing to complete training and be certified within 90 days of starting this role
  • Valid driving license and ability to pass a DMV check
  • This position requires strong coordination and engagement skills

 

Preferred Experience Qualifications

  • Associate’s degree (or higher) with 3+ years of relevant work experience 
  • 2+ years of supervision and program management experience with a diverse team

 

Skills and Knowledge Qualifications

  • Demonstrated knowledge of human services/peer support program development and capacity building
  • Ability to network, communicate, and collaborate with diverse groups of people who have varied skills and knowledge
  • Well-developed writing and data analysis skills including the ability to write reports, technical assistance guides, and educational and training materials
  • Ability to read, analyze and interpret mental health and recovery periodicals, professional journals, and government regulations
  • Ability to respond to impromptu questions from other community organizations, consumers, and the public with professionalism and tact
  • Understands the effect of trauma on health, coping, and other aspects of individual needs
  • Understands the principles of recovery, consumer-involvement, and trauma-informed care
  • Proficient with Microsoft Office suite

The ideal candidate for this position is passionate about and committed to the TPC mission. Must be a good communicator and sensitive to various communication and learning styles. Comfortable pivoting and adjusting to changing circumstances and sudden changes in priorities. Possesses an absolute belief in every peer’s ability to learn, grow, and recover. Possesses insight pertaining to personal biases and worldview and how they may interfere with effectively working with individuals representing a variety of cultural, ethnic, language and life experiences.  This person is able to balance being in the field with program management and supervision duties.

 

Core Job Responsibilities and Deliverables

  • Supervises peers support specialists to ensure task completion, complete program and contract goals, improve operational efficiency, and support professional development
  • Schedules PSSs based on contract obligations and arranges coverage as needed
  • Responds to and assigns referrals for peer services internally and with community partners as needed
  • Assists with onboarding and continual training new Peer Support Specialist staff through routine supervision and coaching
  • Provides 1:1 or group peer support/recovery mentor services as needed
  • Completes routine reports to highlight program deliverables and impact in collaboration with data analysts to internal leadership and funders 
  • Support the Program Director in managing the program budget to ensure fiscal responsibility and efficient use of funds
  • Monitor and conduct routine employee record keeping audits (e.g., calendars, financial reports, RecoveryLink, etc.) to ensure timely completion in alignment with company policy and contract expectations
  • Develop and maintain strong relationships with community partners
  • Regularly travel to various locations using a personal vehicle to perform job-related duties and responsibilities
  • Perform additional tasks and responsibilities as needed to support the team and organizational goals
