Position Overview
The Chief Executive Officer (CEO) is the strategic and operational leader of the agency, reporting directly to the Board of Directors. The CEO is responsible for setting and executing the vision for sustainable growth, financial stewardship, program innovation, and community impact.
This role requires a proven track record in nonprofit leadership, with expertise in social service program development, behavioral health services, and financial oversight at the CEO, COO, or CFO, Senior Director level. The CEO must be able to define and demonstrate strategic vision with clear examples of how to enhance and expand the agency’s model of care while ensuring fiscal sustainability.
The CEO will lead with a mission-driven approach, fostering a collaborative and inclusive culture that upholds justice, equity, diversity, and inclusion (JEDI). This role also requires the ability to build strong relationships with staff, leadership, and community partners while maintaining a deep commitment to social services and behavioral health care.
Key Responsibilities
Strategic Leadership & Organizational Growth
Develops and executes a strategic vision to ensure high quality of services delivery, financial sustainability, and organizational impact.
Identifies growth opportunities, including expansion of programs, partnerships, and funding sources.
Works closely with the Board to define agency priorities and ensure alignment with the mission.
Leads the development of a long-term financial strategy, ensuring responsible stewardship of resources.
Champions a data-driven approach to measure organizational success and improve service outcomes.
Advocacy
Maintains connections to local, state, and federal policy discussions affecting behavioral health and social services.
Actively engages in provider networks (e.g., Oregon Council on Behavioral Health) to advocate for system-wide improvements.
Supports relationships with legislators, funding agencies, and regulatory bodies to influence policy changes that support the agency’s mission.
Community & Client Engagement
Serves as the primary spokesperson for the agency, ensuring strong relationships with funders, government agencies, and community partners.
Builds and strengthens partnerships with organizations in behavioral health, substance use disorder treatment, workforce development, and public health.
Actively engages with community members and stakeholders to ensure services align with the needs of all clients.
Ensure client voices are represented in organizational decision-making and service planning.
Financial Oversight & Sustainability
Provides executive leadership in financial planning, ensuring fiscal sustainability through sound decision-making and oversight.
Collaborates with the CFO to monitor financial reports and adjust strategies to achieve financial results in all areas of service, to preserve or contribute to a healthy cash reserve for sustainability of the agency for its communities served and employees.
Leads strategic funding efforts, including government contracts, grants, and donor engagement
Ensures financial transparency and accountability, working closely with the Board to review budgets and financial strategies.
Develop long-term revenue strategies, including diversified funding sources and sustainable financial models.
Program Development & Innovation
Identifies opportunities to expand and enhance service offerings based on emerging community needs and funding opportunities.
Works with the COO and leadership team to ensure high-quality program implementation and evaluation.
Leads evidence-based program development, ensuring services align with industry best practices.
Oversees the integration of trauma-informed care and behavioral health best practices across programs.
Staff Leadership & Organizational Culture
Leads and mentors the executive team, fostering a culture of accountability, collaboration, and innovation.
Ensures staff engagement through regular communication, leadership development, and professional growth opportunities.
Upholds JEDI principles, ensuring an inclusive and supportive work environment for all employees.
Leads staff engagement efforts, including town halls, quarterly staff meetings, direct staff interactions, and professional development initiatives.
Promotes a strong internal leadership pipeline, supporting succession planning and leadership training programs.
Qualifications & Experience
Required:
Minimum of 10 years in executive leadership roles, with at least 3 years at the CEO, COO, CFO or Senior Director level.
Deep expertise in social services, behavioral health, and financial management, with demonstrated success in nonprofit operations, budgeting, and strategic planning.
Strong track record in funding, grants, and financial sustainability strategies.
Demonstrated experience leading multi-million-dollar budgets with diverse funding sources.
Proven ability to develop and implement strategic initiatives that align with mission and fiscal sustainability.
Expertise in state and federal regulations related to behavioral health, housing, and social services.
Strong relationship-building skills with government agencies, funders, consumers, and community partners.
Preferred:
Advanced degree in Public Administration, Business, Social Work, or related field.
Experience leading organizations through significant growth and change.
Knowledge of Oregon’s behavioral health system, Medicaid funding, and nonprofit governance.
Fluency in Spanish and English preferred.
Preferably experience in the Pacific Northwest Region.
